The crises are designed to strip away the Foundation's reliance on outdated strategies and force the adoption of new approaches to power and influence.
First Crisis: The Anacreonian Threat
The Foundation faces military threat from the kingdom of Anacreon. Salvor Hardin recognizes that the Board of Trustees' academic approach is inadequate and takes political control. Solution: Use the Foundation's technological superiority wrapped in religious mystique to create political power over neighboring kingdoms.
Second Crisis: The Wienis Rebellion
Anacreon's Prince Regent Wienis attempts to use Foundation-maintained warships against the Foundation. Hardin's earlier establishment of a technology-religion gives the Foundation leverage over Anacreon's own military. Solution: Consolidate religious control, demonstrating that the Foundation controls the technology on which neighboring kingdoms depend.
Third Crisis: Merchant Princes
As religion loses its effectiveness, Hober Mallow pioneers trade as the Foundation's new source of influence. By creating economic dependency among neighboring worlds, he establishes commerce as a more durable foundation of power. Solution: Economic interdependence replaces religious authority.
The Anomaly: The Mule
The Mule represents the failure mode of psychohistory—an unpredictable individual whose mental powers could not be accounted for in Seldon's equations. His conquest of the Foundation was the first event that deviated from the Seldon Plan, requiring the Second Foundation to intervene directly.
